Please Help ! my landlord snoops in my apartment

My landlord owns 2 two-family houses on the same block, she lives downstairs
from my apartment. The other tenants and I have found evidence that she enters
the apartments when we are not home and WITHOUT OUR PERMISSION. She hasn't
taken any property, but she will close windows or just look around.
I have confronted her and her reply was "I will not enter without asking",
yet she still does !

Becasue of this situation and some minor vandelism that has occured in our
area, I felt it necessary to re-key one of the locks and not give her a
key. My wife and I are always more that accomidating when the LL needs to
enter the apartment to make repairs. All we ask is that one of us are present
and she give us ample notice.

My question is, can I withhold a key from her ? We cannot trust her !
Also, I have given her several ways to contact me if there is an emergency
since I work only 10 mins from home.
