:Yes it is legal for a landlord to decide you do not earn enough money to pay the rent.
:Advise you to submit to landlord a household budget showing how you will be able to pay the rent. A calm, clearly typed out, politely presented, and logical document showing this budget may be very persausive. Budget should cover the whole year to account for arguments the landlord will put forth about heat waves and cold spells affecting water and electricity or gas usage.
