Paying for Some Elses Electricity

We discovered that we are paying for the electricity to pump water to the business beside the house we rent. We called the utility company and they estimate that we are paying $60-$70 a month extra. The lease does not say that we are to be paying for pumping this water. When we asked the LL, he told us to go speak to the business owner. The business owner has a contract with the LL, who use to own the business, to use the well. Is there any chance we can get this money back?
