Subject: lease renewal for rent stabilized apartment

I have been living in my rent stabilized apartment in New York City for over 20 years. My landlord sent me my renewal lease and I signed it and sent it back to him. The new lease starts in July. He did not send it back to me. Instead he sent me a letter saying that I would have to fill out an "Application for Renewal" form before he would sign my new lease. I wrote him a letter stating that the Division of Housing and Community Renewal informed me that an "Application for Renewal" form is not required in this case. That was three weeks ago. I have not heard from him. Could you tell me what to do now? Thank you so much for your help. Meada
