It just seems so surprising to me that landlords are under no legal obligation to provide a lease. Otherwise, why would any landlord provide a lease? We always assumed, naively I guess, that if the landlord messed around with us, we could report him as having illegal tenants, i.e. without a lease? Don't we have any right of occupancy whatsoever? Even with a trail of cancelled checks for rent??
