I think they need various permits to run a hotel... health, fire, special
taxes, etc. Do the research on the net or contact the public advocate office
to see the requirements. You could probably get the B&B closed down. The units
would still be stabilized. Get a "guest" in there for 30 days and have them demand
a lease.
