Subject: Landlord Messed Up Registration

My landlord never initially registered the first rent of my rent stabilized apartment (previous tenant was rent controlled) and I filed a fair market rent appeal many years after. My landlord registered my initial rent one year after my complaint to the DHCR. Would the DHCR consider the Rent Guidelines formula to determine what my rent should be, or can the landlord send comparable rents from many years ago?
