14 floods in 10 months -- landlord non-responsive -- recourse?

I'm in a NYC stabilized apartment and rain has flooded my apartment 14 times in 20 months. Landlord keeps saying it's an overwhelmed drain and tries putting band-aids on it. I know my apt needs structural changes to keep the water out. In the meantime, my rent was raised and I'm expecting another annual increase soon. I just filed a complaint with the DOH, anything else I can do? Escrow my rent? Sue? Walk away? I'd let the water build up and create an indoor pool -- but I'm sure my rent would be raised for "Capital Improvements!"
