Landloard ignoring needed repairs

I live in a condo in Chelsea and have been requesting repairs for my bathroom
and landloard has been ignoring me. The tiles are falling off the shower walls and
the wood around the window in my shower is so rotted out that I can't hang up
the blinds that came with the apartment. So, for a year now, I have had to let
the window steam up or shower in the dark so that I don't put on a show for all of
Seventh Avenue.

Unfortunalty, I can't have any direct contact with my landloard becasue he hired
a management company to handle my unit.

My landloard was nice enough to raise my rent $150 a month when I renewed my
lease but, refuses to spend any of the money of repairs. Also, I have a horriable
rodent problem.

Question: What are my rights? Can I make the repairs myself and deduct it from rent
Or, do I have to prey for him to fix it? Can I withhold any rent if he refuses
to make the repairs? Help!
