NYC HUD apartment succession rights

I would like to know if anyone has any experience with this situation:

My friend moved into an apartment with her parents when she was a small child. The building is a HUD building and the apartment is rent stabilized.
She lived there all her life until a few years ago.
She has moved back into the apartment. Her parents are getting older and want to move out of the city before too long.

Does she have rights to this apartment now or does she have to be living ther for two years?
Does HUD laws have any thing to do with Rent Stabilization Laws ?
