Get a better deal

There are a couple of fairly straighforward cures for this situation.

1). Buy the building before moving in. Get together several artists, pool resources and buy the property.
The types of buildings were talking about (underused/antiquated warehouse and factory space) is usually
quite cheap BEFORE it is discovered and converted by the artists.

2). Cut a deal with a developer or developers. Get together a large group of artist who are interested
in colonizing an industrial area, and find a landlord with large holdings in such an area. Make a deal
to essentially become an advertising service for the landlord, in exchange for cheap, long term (5-10 years)
leases.

There may be other ways, but at least with these, no government intervention is needed, and the artist are
guaranteed to get something out of their efforts.
