Mail a certified letter demanding the deposit, get it in writing why they are refusing to pay, then take them either to small claims or LL Tenant.
P.S. If you arent willing to put in the time and effort, which is really pretty minimal, then you will NEVER SEE YOUR MONEY AGAIN. THEY ARE COUNTING ON YOU BEING TO LAZY AND WEAK TO DEFEND YOURSELF. Good luck and grind the bastards down.
