Yes you have a right to complain about a lack of consistent hot water. I suggest that you keep a written log for 4 to 6 weeks of when the problem occurs (day, date, and time) and which hot water outlet you were using when it occurred. Give a COPY of the log to your maintenance super and your landlord. It would be best to send the one to the landlord by return receipt registered mail. Keep recording in the log so that if the problem is not fixed you can show written proof that nothing was done.
