You will get answers to your questions by calling the following departments.

DEPARTMENT OF BUILDINGS or BUILDING CODE ENFORCEMENT
(plugs/fire, electrical shock).

DHCR (DEPARTMENT OF HOUSING AND COMMUNITY RENEWAL)
(paint, rent by cash/check, rent increases, possible eviction at landlord's will and if so how much notice required, is cash-demand a form of harrassment by the landlord and if so get a 'complaint of harrassment form').
