One cat allowed

My husband and I live in a mobile home in a small mobile court in Oregon.
We own our mobile and pay space rent.
We are selling our mobile home and the court required a rental application.
This was given to the lady interested in buying our mobile home but the
bylaws for the court were not. We then filled out a contract for the sell
of the mobile to her and she filled out the application for rental and
turned it in. The bylaws had changed from the ones we had signed and
stated that she could only have 1 pet, in or out. She has two inside ONLY cats
and is not willing to let go of one. They said she would be accepted only if she would
get rid of one of her cats. But we now have a contract and have less that a
month until we are to move into a new place. Does the owner of a mobile court
who does not own your mobile have a right to tell the owner how many pets they can have
INSIDE their own home? We have already suggested a pet contract and the
landlord is not willing to budge. Any suggestions would help!!
