You cannot do anything about the smoke coming in through the windows or stairwell, except to ask the smoker to keep his/her windows and doors closed when they smoke. As for the smoke coming from under the sink you would be smart to look under there yourself and see what kind of caulk job the landlord did. If it doesn't look too good ask him to do it again or go buy yourself a hand operated manual caulking gun and some caulk and try to do a better job youself, you probably will. As for the carpet give the landlord some more time. I don't know about where you live, but here in Georgia we are suffering from a severe shortage of workers to install carpeting, siding, roofing, electrical and plumbing. Waiting periods of up to 3 months are not uncommon and that may be the case where you live.
