neighbor's blood all over hallways

What do I do when the landlord takes no timely action to clean up the carpets and railings, in my five story walk-up on the Upper East Side in Manhattan? Last week, the building's public spaces were soiled with a tenant's blood after he and his partner bloodied one another in a "domestic" dispute?

Although the police arrested the partner and an ambulance took the other away, one of them has been allowed to move in again.

The landlord claims that he is taking estimates for new carpeting and it will take several weeks to do so--this he started in June, prior to the "unsanitary mess."
