It may be your landlord's obligation (by housing law) to officially attempt to deal with a bad neighbor who is causing trouble for the rest of the tenants if you officially (that is in writing) inform him and request action on his part.
Then again, if you can't prove any of your claims, then the landlord (or the police or anybody) may be hesitant to intervene in fear that they may be charged with harrassment themselves for bothering somebody (your bad neighbor) without just cause. I think you will need some kind of proof before anybody jumps in on this. If you have a friend with a video camera, maybe you can bait the alleged offender. This may be a matter for the police and you should also get their suggeted course of action by calling your local precinct. SEP 11, 1998.
