Occassionally No Hot Water

For the past year we have had problems (lack of) hot water, always in the morning. Months ago, the super said it would be fixed but its still a problem. The water goes out during the morning between 7 - 9 am when everyone needs it. It happens about 5 or 6 times/month but seems to be increasing in frequency. After repeated calls to the super and the management company, the super said that the water heater can't handle the volume and there is nothing he can do.

Isn't this a breach of my lease, which stipulates hot water?
Who can I contact to know what my rights are?
Do I withhold rent?
