unfortunately, the answer is yes.
Can anyone tell me if the 20% vacancy increase is still in effect even though the '97 guidelines have expired? The new guidelines state that no increase is allowed other than those allowed under the '97 guidelines. I'm not sure how to interpret this. Thanx.
