Please Advise!! No lease and raising rent?

Please advise. Our landlord raised our rent in April 1997 from $850
to $950 (12%). Now we just received a notice from a landlord to
raise our rent again in January 1999 another 10%. Is it legal to
raise the rent over 20% in less than two years? The other thing is-
which may or may not be a problem- there never was or has been a lease.
If we agree to the rent increase, can we insist on minor repairs on a
very old apartment (i.e. cracks in ceiling, chipped painting, wall
repairs, etc.)?
Nb I would like to know the most fair and diplomatic way to go about
this b/c I would like to maintain an already great, amiable relationship
with landlord/neighbors.
