Just wanted to say thank you for the advice I received from all who replied.
It was through reading your posts that I realized I could not rely on the city agencies for opinions etc., but needed to keep researching on my own. I now have an attorney and feel much less scared and confused than I did when starting out. Because I continued to gather information on my own I was able to explain to the attorney what had started out as a confusing jumble of misinformation. Thanks again. You provide much needed help for tenants in NYC. I will continue to visit this site and hopefully be able to advise other's from time to time.
