Just moved into a new bilding at the end of October. We had no hot water and our apartment was not finished for the first ten days we wer in the apartment. Having paid first month, etc. Our first rent payment was on Dec. 1, the LL said nothing about Oct. prorated rent before then as was discussed when we signed the lease.

After receiving our Dec. rent payment, the landlord then billed us for those ten days in October with a25% abatement for ou "inconvience", do I have to make this payment?

where is the quickest palce for me to find info on this area?
