: New York City Housing Maintenance Code section 27-2013 requires a landlord to paint every room in every occupied dwelling every three years.

: You should write the landlord asking to schedule the paint job. If the landlord refuses, send a complaint to the Department of Housing Preservation and Development, which may eventually issue a violation. You can also file an application with the State Division of Housing and Community Renewal for a decrease in rent because of a reduction in services. If it really bugs you, you can get a court order from the Housing Court which will require your landlord to paint. (see on this website how to bring an HP action.)

Except they said they don't have a lease, so that implies they aren't rent stab and the DHCR stuff won't work. On the other hand, maybe they should be rent stab and the owner hasn't told them. But the HMC holds, every three years. Chance are you won't get a professional job, just the quick whitewash. Stripping woodwork? You think landlords care about quality work? Geez!
