I have a very noisy tenant who lives on the floor above me.
She makes a noise like she is dropping a block of cement on the floor from the early evening through the night. I am a rent-controlled tenant in a co-op building. The tenant is a co-oper. My landlady who owns my apartment and the managing agent are not interested in helping me with this problem. My senior center and my local state assemblyman's office have told me that I could file a complaint with my landlady but that they really didn't think this would help. Don't I have a right to peace in my apartment?
