If you want examples of scams, just check printouts of apartment rent histories that are obtainable from DHCR.
You will find that, next to every listing for "vacancy", the word "imprvmt" appears, starting with the year 1984 (the year DHCR started keeping tracks of rent histories).
This seems to indicate that DHCR has programmed its computers to automatically print out "improvment", deluding those challenging their rents into believing that their landlords had actually done apartment renovations to their apartment while vacant, and had thus qualified for lawful MCIs.

Our tenant organization has compiled numerous rent histories, and this "imprvmt" appears next to every "vacancy" listing. This scheme started about 3 years ago.
