I searched for NYC & NYS fire codes on the internet several months ago: the results:

NYS adopted (in 1984?) a Uniform Fire Prevention and Building Code, overseen by the Dept of State; the code is not available online because of some deal with the print and disk publisher. You can get some info at: http://www.dos.state.ny.us/code/ls-codes.html The new PDF Model Code Comparison (have not read it yet) might be useful. The Code Interpretation link is very useful.

NYC, however, does not appear to use this code... some fire regulations are in the Housing Maintenance Code, the latest online version is at www.housingnyc.com, wait for it to appear in the box & click "Go There", the Rent Guidelines Board website. Title 27, Chapter 2, Administrative Code of the City of New York. The building code also contains fire regulations, not online, Title 27, Chapter 1. NYC Admin Code books are available at many larger libraries in NYC. Also available there are older versions of these codes & the fire code in seperate books (also available at CityBooks: the official NYC bookstore, goto http://www.ci.nyc.ny.us/ ).

Also: recent local laws, including amendments to fire codes, in NYC are available at the clickable link below.

If ANYONE has better online fire code resources: PLEASE POST.
