Don't discount Rudy's strength outside of the city. In the suburbs, which are much whiter and more conservative than the city, his tough on crime, tough on welfare stance will play very well. In addition, he's much less likely to get blamed for the various police incidents that have caused so much rancor in the city. Keep in mind, his theme is that he was the man who tamed NYC.

On the other hand, besides name recognition, what does Hillary have to run on, that she put up with her husband's shenanigans? In her one foray into public policy, she became a very visible roadkill. She'll get the city Democrat vote (a corpse could do that running on the Democrat line). But again, outside of the city Rudy will wipe the floor with her. Not to mention the fact that he'll probably keep his white ethnic base in the city.
