yes: in New York. City, at least: there are two keys laws: one says the tenant has the right to change the lock, the other says the tenant must give the landlord the new key, if asked. There are laws requiring specific types of locks, too. Get more details in the Tenant booklets published on Tenant.net.
don't know what the laws are in your state...... or city...
