And equally sincere thanks to you Anna. I've phoned DHCR and HPD today. Seems nobody wants to take responsibility for giving any concrete answers. One "gentleman" suggested: 'Just file a complaint with DHCR. Take the landlord to court if you think you have a chance.'
I wish I'd gotten a name.
I wonder where these people live and if they don't suffer through any difficulties.
