Can a building have both rent-stabilized aprtmts and non-rent-stab. aprtmnts?

When I signed the lease of my current apartment a year and a half ago, an attached rider to the lease said it was "NOT A RENT-STABILIZED APARTMENT." Since I moved in (and had my rent raised 8% the next year), I have met three other tenants in the building who told me their apartments were rent-stabilized, and were shocked at the amount I am paying.

Is this legal? If not, where do I go to find more information? If it is legal, can the landlord raise my rent 8% next year, too?
