definitely not in NYC, probably not anywhere else either.
if NYC, read the Work Permit: it must be posted: there are Dept of Buildings tel numbers on it, should be a regular number & a night/weekend one. call them, anonymous if necessary. you may also want read more about the rules first this weekend on their pages on the NYC website. click on the link & select Buildings from the drop-down menu.
