rent increase

I live in a 3 family house in a 3 bedroom apartment with 2 room mates and our lease is up next month (July). Currently, our rent is $1,100. Our landlord wants to increase it to $1,250.
Is there a specific percentage he is allowed to increase it by each year. This increase is approximately 13.5%. Should it not be more than 2%. Last year, when he gave us our lease, he told us he would not raise the rent until July 2000, does this verbal agreement not stand?
