I did called the office of the attorney general and sent for a complaint form. The instructions cited Article 7 of the General Obligation Law, which governs rent securities. This can be quoted in a small claims court.
I'm not sure if I would go this route, but certainly it helps to have an alternative. I will wait and see if my apartment is rented in the next week or so and call up the landlord's manager to inquire about the security again. If they still refuse to talk about the matter, I will take this matter to court.
