No, it is not.

No, it does not. Call or go to DHCR, ask for a Rent Hisory. Bring you lease and a current utility bill, both with yur name on them.

None of that is relevant to Rent Stab status. Could it be 'luxury de-regulated': was your first lease >$2000/mo? Or: did you rent a coop?
