Like other city agencies, the NYCHA 'rules' are a secret... until you break them!

If the housing project was/is partially funded by HUD, you might find 'rules' through their website (warning: you might have to read the actual laws/codes). (the NYCHA website is on the Official NYC site, but not worth the trip)

Have you searched Housing Court Decisions: try NYCHA, N.Y.C.H.A., Article 78, housing authority. try the same on this board's search.

Almost no one is actually elligible for Legal Aid, etc, since the budget cuts, BUT if you go to some of the offices in person, they often try to direct you to a place or person for help/info.

Also: call Housing Notebook, WBAI, Monday 7-8:00pm, 99.5am, Scott Sommers, Met Council on Housing: maybe he knows a NYCHA-expert!
