There is no limit to what a rent-controlled or rent-stabilized tenant can charge a roommate. It can even be more than the rent on the lease. There only are limits as to what a rent-stab tenant can charge a sub-tenant. A sub-tenant is ones who sublets: i.e., the prime tenant does not live there at the same time.
