If A/C is written in your lease (even if it isn't: if it was there when you moved in) send letters to LL, negotiate a rent reduction. If all else fails: withhold rent, get sued by LL: if enough tenants join your org, you can hire a lawyer (Housing Court is rough on pro se tenants, esp those with what HC regulars call "Park Avenue complaints")
