my sons apartment

My son and girlfriend live in this apartment
house and the landlord lives where he can see
everything. He told them when they moved in that
he would put in a new rug for them because the
one that was ther was stained from the former
tenants, He then came over a few weeks later and
said he would not put a new rug in cause they
were not even keeping this rug clean, they were
but I think he was trying to back out of his
agreement about the new rug. Then one day my
sons girlfriends father was coming to visit her
and the landlord seen him going to the door and
asked him what he was doing and he said my
daughter lives here and the landlord said she is
not home her schedule is... and preceded to tell
him when she was there and when she was not.
Does he have the right to watch them ever minute
and question people that go there to visit? He
has been harrassing them more and more to the
point that they are looking for another place to
live. He won't even let any of their visitors
park in their spot even if their cars are not
there. Oh by the way they live in New York
state. Please tell me how to help them with
their controling landlord. Thank-you
