First, doctors and scientists argued that a bill
intended to protect children from lead poisoning
would actually put them in more danger than they are
now.
Then, parents and tenants made impassioned pleas.
And when Mayor Rudolph W. Giuliani remained
unmoved, they resorted to hissing loudly at him
Thursday from the back of the public hearing room in
City Hall.
"That really is totally inappropriate," Giuliani
admonished his detractors as he picked up a pen and
signed the bill into law.
........ Giuliani steadfastly maintained that the bill was a
"reasonable compromise" between the interests of
children and public health and the need to keep
housing affordable.
