As far as I know, in NYC a rent strike is legal only if it is caused by a specific grievance (failure to provide service, harassment, etc). If someone failed to pay their rent for some perceived political reason, and their LL filed for an eviction (which they surely would), the tenant would either have to pay up for find themselves out on their ass in the street.
