are there guidelines for rent increases???

A friend who lives in Queens was just notified by her landlord that the landlord wants to
take possession of the apartment so that his son and wife and baby can move in.
The landlord also told my friend that even if the son does not move in, he has to raise
the rent to $1100 per month. My friend currently pays $850 and is a tenant at
will. Does anyone have any information about any laws or ordinances that regulate
the amoutn to rent increases. We don't know if this apartment qualifies as
rent-stabilized or not. How does one go about getting this information.
