If water has been included in the past as part of the services furnished to you, the landlord can't start billing extra for water and sewer charges. Your lease probably includes water as a service furnished by the landlord.

It sounds like your landlord will next try to bill you for the oil or gas used to furnish heat, or the gas used by your stove, even if heat and gas are already services provided in your lease and included in your rent.

: I live in an 11-apt. rent stabilized building. There is only 1 water meter for the entire building. The owner now wants the 11 tenants to share the cost of the water bill. Can he do that? Can he include it in rent?
