She's paying $3000/month? and can't afford 'utilities'? They're only $125/month: please clarify.
Most buildings have central heat which is included in the rent. The 'utilities' are Con Ed's gas & electric bill: mine averages $50/month, with air conditioning. Internet Service, Telephone & CableTV are another $25 each, basic service. Overnight parking is FREE on the street: you just have to move the car every couple of days.
