Black Mold on Bathroom Ceiling and Walls

I have a friend who lives in an apartment in a two-family home (owner lives in
the house). After she lived in the apartment for 8 months, black mold
started to grow on the walls and ceililng of her bathroom. She told the
landlord who suggested she spray the place with Clorox (which she did and
to no avail). The mold gets lighter but never goes away. She again
approached the landlord and the landlord blamed it on her (not opening the
window and had the nerve to incinuate she was not cleaning). I don't know
if the fact that the bathroom was painted in flat paint helps or not but I
know that's not a good thing. Is there anything she can do to force her
landlord to make repairs? Her landlord is not an easy person to communicate
with (I live in the house next door so I know) and I can't imagine her
willingly making repairs. This apartment may be illegal because it does
not have a certificate of occupancy. Any suggestions?
