It sounds like it's already too late. The landlord's behavior is irresponsible and he could get into just as much trouble for having an illegal basment apartment. Your friend has a child to consider and being in that kind of environment is not healthy. Have her sit down with the landlord and calmly try to come to some kind of arrangement that would give her enough time to relocate. It's unfortunate for her but no amount of legal advice is going to end this battle fairly.
