What do you do, when the landlord doesn't provide heat

I'm renting a house and there hasn't been heat in the house for over 4 years. We
went to court last March and the landlord was told to put heat in the house.
Our landlord waited until spring to put heat in the house, but didn't get
the unit inspected. This month when I inquired about getting the gas turned on,
in order to prepare for the fall, I was told I couldn't, because the unit had to be
inspected by the city.
Now, the roof is leaking and the landlord has known about this for 4 months.
What should I do?
