BS seems to have quite a few recent messages: enough to use my email address, not enough to write trustworthy answers..
Although other agencies may have photocopies of it (which they may or may not let you read and/or copy), it is the Dept of Buildings that issues the CofO in NYC. It is only at the DoB that one can get a CERTIFIED copy of the CofO, which is what Joann will need in Court.
