First: read your documents and/or the DHCR directives on TenantNet Home or on DHCR's website http://www.dhcr.state.ny.us/ to get the correct wording for the unspecified type of decontrol/dereg. Is it 'first rent', 'fair market rent' ??

Then read more about that type in those materials.

Then go to TenantNet Home, click on DHCR decisions, search for cases using those keywords (1990-94). search also on this board and in NYC Housing Court Decisions for same and for 'Article 78'.

All DHCR's more recent decisions should be available to the public, but good luck with that! You might try a FOIL request.

Also: try the RGB website http://www.housingnyc.com/ (and TenantNet, of course) for the big rent surveys, showing average rents, average increases, vacancy rents, etc...

Best thing: locate a tenant-lawyer or advocate well-experienced in DHCR applications.
