Rented to new tenant for less than proposed increases

My sister recently moved out of her apt in the Village where she lived for one year. When she moved in she paid a huge broker's fee and she was loathe to move because of the huge cash outlay. She only left because the landlord proposed an increase of nearly $200.00. She then found out that her apt was advertised and rented for much less than the proposed increase. this sounds illegal to me. it sounds like a scheme to churn the broker's fees. has anyone had an experience like this? Thanks
